Joint Statement

At the invitation of the Arab Republic of Egypt, a meeting was held in Cairo on February 1 at the level of Foreign Ministers, with participation from the Hashemite Kingdom of Jordan, the United Arab Emirates, the Kingdom of Saudi Arabia, the State of Qatar, the Arab Republic of Egypt, as well as the Secretary-General of the Executive Committee of the Palestine Liberation Organization representing the State of Palestine, and the Secretary-General of the League of Arab States. The parties participating in the meeting agreed on the following:

1 - Welcoming the ceasefire agreement in Gaza and the exchange of hostages and detainees, praising the efforts undertaken by the Arab Republic of Egypt and the State of Qatar in this regard, and affirming the important and appreciated role of the United States in achieving this agreement. We look forward to working with the administration of President Donald Trump to achieve a just and comprehensive peace in the Middle East based on the two-state solution, and efforts to clear the region of conflicts.
   
2 - Supporting the efforts made by the three countries to ensure full implementation of all stages and provisions of the agreement, leading to a complete calm. Emphasis is placed on the sustainability of the ceasefire, ensuring unhindered and safe access for humanitarian aid to all parts of the Gaza Strip, removing all obstacles to the entry of all humanitarian and shelter assistance, recovery, and rehabilitation needs. A full withdrawal of Israeli forces is required, with total rejection of any attempts to divide the Gaza Strip. Efforts will also focus on enabling the Palestinian Authority to assume its responsibilities in the Gaza Strip, recognizing it as part of the occupied Palestinian territory alongside the West Bank and East Jerusalem, allowing the international community to address the humanitarian catastrophe inflicted upon the Strip due to the Israeli aggression.

3 - Affirming the pivotal and irreplaceable role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), and rejecting any attempts to bypass or diminish its role.

4 - Stressing the importance of coordinating international efforts to plan and implement a comprehensive reconstruction process in the Gaza Strip as soon as possible, ensuring that Palestinians remain on their land, especially given the resilience demonstrated by the Palestinian people and their unwavering attachment to their homeland. This effort aims to improve the daily lives of the Palestinian residents of the Strip, address internal displacement issues, and continue until the completion of the reconstruction process.

5 - Expressing continued full support for the steadfastness of the Palestinian people on their land and their legitimate rights under international law, and reaffirming the rejection of any infringement on these inalienable rights—whether through settlement activities, evictions, home demolitions, land annexation, or attempts to depopulate the land through displacement or encouraging the removal of Palestinians from their homes in any form or under any circumstances or pretexts. Such actions threaten stability, risk further extending the conflict to the region, and undermine prospects for peace and coexistence among its peoples.

6 - Welcoming Egypt's intention to cooperate with the United Nations to host an international conference for the reconstruction of the Gaza Strip at an appropriate time, and appealing to the international community and donors to contribute to this effort.

7 - Calling on the international community, particularly global and regional powers, and the United Nations Security Council, to begin the actual implementation of the two-state solution, addressing the root causes of tension in the Middle East, especially through reaching a just settlement of the Palestinian cause. This includes realizing the Palestinian state on its entire national territory within the framework of the unity of the Gaza Strip and the West Bank, including East Jerusalem, in accordance with international legality resolutions and the lines of June 4, 1967. In this context, supporting the efforts of the international coalition to implement the two-state solution and actively participating in the international conference for resolving the Palestinian cause and implementing the two-state solution, chaired by the Kingdom of Saudi Arabia and France, scheduled for June 2025.
